楊炎，字公南，鳳翔人。初爲河西節度掌書記，拜起居舍人，歷禮部郎中，遷中書舍人。與常衮並掌綸誥，衮長於除書，炎善於德音，時稱常楊。進吏部侍郎，坐附元載，貶道州司馬。德宗即位，崔祐甫薦其文學器用，上亦自聞其名，拜門下侍郎同平章事，再貶崖州司馬。炎初奏請內府租賦仍歸左藏庫，及定兩稅法，頗有嘉聲。專政後，惟務報讐搆害，意爲愛憎，卒至賜死。集十卷，今存詩二首。
